SUPERVISORY BUDGET ANALYST
About the Position: Incumbent serves as a Supervisory Budget Analyst for HQ US Africa Command and its subordinate organizations and is responsible for working directly with all major program managers and requirement owners across the staff to be the first financial touchpoint for all major resource activities.
- Monitor funds utilization for current and prior year budgets.
- Establish internal controls and audit programs for all aspects of resource management to ensure that personnel and dollars are used effectively and in accordance with governed regulations.
- Develop and coordinate program and resource actions with the staff to ensure proper balance between manpower, dollars and program objectives.
- Responsible for the preparation of budget justification statements, consolidated budget estimates, analysis of costs and preparation of funds status reports.
- Develop long and short range fund requirements and need for additional resources.
- Develop, present, and coordinate budget submissions prior to furnishing data and/or supplemental information to Army, Joint Staff, OSW and OMB.
- Formulate budgetary policy and instructions to support the organization’s mission and functions.
- Develop and provide recommendations to implement policy changes to ensure mission accomplishment within budgetary restrictions.
- Exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff, and in the development of long-range goals and objectives.
- Develop and maintain a professional rapport/liaison with counterparts within HQ AFRICOM, Component Commands, Joint Staff, DA staff, OMB, OSD and other federal agencies.

Your resume must clearly describe your relevant experience, Specialized Experience: One year of specialized experience at or equivalent to the GS-13 level which includes: 1) Providing technical expertise to staff and senior management on the Planning, Programming, Budgeting and Execution (PPBE) Process; 2) Developing long and short range budgetary policies and instructions while overseeing command-level execution across diverse program, functional and field elements; 3) Preparing and delivering comprehensive financial briefings, reports, and recommendations to facilitate data-driven decision making; AND 4) Managing personnel in areas such as assigning work, setting priorities, providing feedback on work assignments, providing feedback regarding overall employee performance, etc. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
